Section 013 First System Options contains an option that some installers prefer, that being the option of using end-of-line resistors. The panel comes from the factory with eol resistors enabled. By checking "normally closed loops" you're telling the system you're not going to be installing resistors in your zone circuits

 (fire zones will still require resistors)

You're free to skip this step and leave end-of-line resistors enabled in your system
